Press D to change the default layout of colors. Then, while holding down the Ctrl key, click on the thumbnail of the “shield outer” layer to select it. Go to Selection> Modification> Compress. For Compression, set the value to 15 pixels:

With the selection still active, create a new layer on top of the “shield outer” layer. To do this, click on the “Create a new layer” button at the bottom of the layers palette. Fill the selection with black (Alt + Backspace):
Deselect – Selection> Deselect (Ctrl + D). Rename the created layer to “shield base mid”:
